  7.     Western frustration with Israel may be running deeper than
  8. top diplomats are willing to admit publicly. In a stinging
  9. private speech before an Anglo-Arab group, David Gore-Booth, the
  10. British assistant under secretary for Middle Eastern affairs,
  11. declared that in its handling of the occupied West Bank and
  12. Gaza, Israel is little or no better than any other Middle
  13. Eastern state in terms of its militarism, standard of democracy
  14. and denial of human rights. The Foreign Office expert attributed
  15. the instability of the region to "Israel's refusal to allow the
  16. Palestinians to have the same rights as those they claim for
  17. themselves." After his unusually candid comments surfaced in the
  18. British press, Gore-Booth was quick to call them his "personal
  19. views." But the senior diplomat was not even reprimanded.
